Not to heap more wood on the fire as I'm certain it's going well without my help, but I would like to state a more optimistic (matter of opinion, of course) view: It seems that Dolores Umbridge is alive and well and actively still at her old game. Or at the very least someone has been kind enough to pick up in her stead.
I doubt this bill is going anywhere, and that isn't a personal preference deciding it for me. It's not difficult to see that things have come a good way on the Magical Beast front in all venues -- Ministry or not -- and I shouldn't think a regression that large holds any chance.

Granted, once you look around the hilarity of attempting to tag every Pygmy Puff in the country, there is a glint of reasonable thought behind it. I can't say I'm keen on agreeing with the posed solution as is, nor do I follow the line from dragon to something a fraction of the size and exponentially as abundant in population, but I've a familiarity with carding and tagging and it's not a completely useless system within well-considered bounds. Still, it's difficult to make allowances for the wild variety of magical creatures when placing such strict legislation on those labeled as pets. The fundamental concept of the bill seems decent, but I can't imagine its present stage carry-out will win much support. There's bound to be a protest later today. It only goes without say
At any rate, it was interesting that Virgil Scrimgeour snatched the cover story over just about everything and anything else, the above inclusive. I haven't read the article, though I'm sure the quite large, entirely unavoidable-to-glimpse-even-when-one-is-trying-to-bypass-the-first-page-altogether picture is telling enough.
